President Xi Jinping visits CAIH
News Summary: On 20 April 2017，during president Xi Jinping visits to Nanning Guangxi. President Xi participates in the meeting, which is hosting by Lu Dongliang, the chairman and president of China-ASEAN Information Harbor Ltd. President Xi gives some important recommendations after listening to the report of ‘China-ASEAN Information Harbor building process and demonstration’.
On 20 April 2017，during president Xi Jinping visits to Nanning Guangxi, the chairman and president of China-ASENA Information Harbor ltd. Lu Dongliang reports the establishing and demonstration of China-ASEAN Information Harbor, president Xi asks lots of important detail during the reporting.
In Lu Dongxiang’s speech, to follow the strategy of “The Belt and Road” and enhance the connecting between China and ASEAN，during China-ASEAN cyberspace form in 2014 September, Chinese network information security department and government of Guangxi autonomous region came forward the ideal of building China-ASEAN Information Harbor, the countries of ASEAN very agree with ideal. President Xi gives an important comment of China-ASEAN Information Harbor in November of 2014. Vice-president Zhang Gaoli announces that launched the project of building China-ASEAN Information Harbor during the 12th opening ceremony of China-ASEAN Expo in September 2015. The state council officially publish the document of China-ASEAN Information Harbor construction scheme in April 2016. In June 2016, the government of Guangxi autonomous region hold the meeting of establishing China-ASEAN Information Harbor, the processing of establishing China-ASEAN Information Harbor came forward.
China-ASEAN Information Harbor is following the command of “the Belt and Road” strategy; build a closely connecting platform between China and ASEAN, Guangxi is also carry out the “Three Important Strategy “which is announced by the central government. Building a China-ASEAN Information communication center by China and ASEAN, build a “Information silk road”between China and ASEAN.
There are two objectives to build China-ASEAN Information Harbor: One is making Guangxi as the joint of China-ASEAN Information center; Second is build a ‘information silk road ’to connecting China and ASEAN. Under the support and encourage of the state council, related departments of government, government of Guangxi autonomous region, the process is running successfully and has some great achievement, firs is the information center is nearly finished, it is showed as the “13444”project , “1”is one international submarine cable land site will be built in Beibu coast; “3”is build three International communication submarine cable around with ASEAN, Asia-Euro No.5 cable and directly Asia-pacific and Asia-Africa-Euro No 1 cable is established, the third cable is processing. “4”is four International overland optical cable, form Nanning international department through Dongxing to Vietnam， through Pingxiang to Vietnam, through Mengla to Laos and through Ruili to Myanmar. The second “4”is 4 important communication center. China Unicom Nanning international bureau, North sea country domain top node, Nanning national internet connect point, future internet Nanning point, the first 2 of them is finished, the last 2 is processing. The third “4”is four Cloud computing center. China-ASEAN Information Harbor center cloud computing center, Guangxi e-government cloud computing center, Malaysia and Singapore cloud computing center. First 2 of them is finished, the last 2 is processing.
The second is “internet plus” industrial platform is building in progress, China-ASEAN cloud communication platform, China-ASEAN Information security platform, China-ASEAN smartphone terminal exchange platform, China-ASEAN medical image and remote diagnose & treat platform.
Lu Dongliang shows China Unicom Nanning international bureau, North sea country domain top node, China-ASEAN Information security platform (e-comunication), China-ASEAN cloud communication platform (eSIM), China-ASEAN smartphone terminal exchange platform（Woego）to president Xi. Through build information communication node and internet plus platform to cover China-ASEAN, followed the instruction which announced by president Xi “where is the national interest, where we build and cover it with informatization”. It gave strong support to carry out ‘the Belt and Road’ strategy.
President Xi said, China-ASEAN Information Harbor is important to build “the Belt and Road”, it will help the countries around ‘the Belt and Road’ to “policy communication, infrastructure construction, business trading connecting, capital invest easily and people communicate quickly”. China-ASEAN Information Harbor needs to finished quickly, and accomplishes this important mission.
Mr. PENG QINGHUA (Secretary of CPC Guangxi Committee and Director of Standing Committee of Guangxi People’s Congress) and Mr. CHEN WU (Governor of the Guangxi Zhuang Autonomous Region People’s Government) inspected and instructed China-ASEAN Information Harbor Intelligence Exhibition Center.
